ATA supported the implementation of the project as follows:

-Mapped out the implemented process of “Urban Planning” at the Municipality of Jeddah which covered 70+ processes across 10 departments. This included the “Construction Permitting” processes at the municipality

-Analyzed the processes to determine the bottlenecks and hence the possible areas of improvement

-Designed the new reformed processes and discussing them with the relevant stakeholders, to make them more efficient and less time-consuming

-Submitted a package of re-engineered processes for the management of the municipality with an implementation plan

Assisting the National Policy Reform Component of TARABOT program in reviewing the regulations that affect the attraction of Foreign direct Investment to Iraq. The work included leading a 15 member technical team to review a package of 46 different legal tool at different levels to:

1. Identify the inventory of regulations that affect incoming investments

2. Assess the regulations against a pre-set and agreed upon criteria

3. Recommend reforms to the regulations in a complete package that was submitted to the Prime Minister's Office

4. Prepare a white paper on the different models of "One Stop Shops" that exist globally, their main characteristics, how they work and the recommended model for Iraq to handle the building permits and company registration applications.

One Stop Shop at Jordan Investment Commission (JIC)” , which explains in details the investment process in Jordan including the following:

  • Processes for registration, licensing and after-care services for investment
  • The cost of each process as well as the timeline
  • The requirements for each step including documents, approvals and others
  • The regulations that govern each step
  • Investment cards for the four sectors covered by the Investment law, namely:
    • Manufacturing (22 sectors)
    • Poultry & Cattle Farms
    • Tourism
    • Hospitals and specialized medical centers

The project also included developing marketing material in the form of leaflets about investment in Jordan in order to be used by JIC for promoting investment in Jordan in international venues. The leaflets covered the following topics:                                      

  1. Jordan Investment Commission’
  2. Trade in Jordan
  3. JIC’s Investment Window
  4. Investment Incentives in Jordan
  5. Foreign Investment in Jordan

Both of the manual and marketing materials were prepared in English and Arabic. In addition, a final report was prepared which indicated the challenges of investment in Jordan in each step, the root cause of the challenge and the recommendations to deal with them.
