The project was conducted to support MoEnv efforts to improve its performance in the King Abdullah II Award of Excellence through developing a “Process Management Methodology” which included the following:

oA detailed description of the methodology, both in a narrative and a flow-chart format Developing the supporting forms, with a description of how to use them

oTrain the ministry’s team on the use of the methodology

oImplement the methodology on eleven sample processes at the ministry

Developed the “Guidelines for Strategic Planning for Public Sector in Jordan”, which aims at standardizing the “Strategic Planning in Government Institutions” in Jordan. The guidelines provided detailed description of the process of strategic planning, implementation and Monitoring and Evaluation for government organizations. It also included training the employees of Ministry of Public Sector Development (MoPSD) on training the other government organizations on using the manual, and preparing the strategic plan of MoPSD as a pilot.

Assisted the Foreign Trade Policy Department at MIT in establishing a Trade Policy Committee which constitutes members from the public and private sectors and which aims at discussing, developing and proposing policies related to trade facilitation and identifying constraints that affect the trade flow.

The work in the assignment included:

  1. Reviewing similar models in the world
  2. Holding meetings with stakeholders to understand their requirements and expectations of the committee
  3. Reviewing the trade strategy for Jordan (2010-2015)
  4. Designing the structure and functions of the committee
  5. Proposing the governance structure

Support the Public Private Dialogue in Jordan

ATA is supporting the EBRD on determining the best platform to enhance public-private dialogue in Jordan. This is done via an in-depth analysis of the current existing entities, followed by either recommending an action plan to strengthen one of them or creating a new one to assume this responsibility.

Developing a monitoring and evaluation framework for “National Microfinance Strategy Action Plan” and reporting on its progress

Support the Ministry of Planning and International Cooperation (MoPIC) in preparing a monitoring and evaluation framework for the “National Microfinance Strategy Action Plan 2016-2018”. This included determining the following:

  1. Key Performance Indicators for each activity
  2. Verification tools
  3. Timeline
  4. Responsible entity

The framework was prepared in Arabic and English.

MoPIC later asked to prepare progress reports against the plan and the framework for 2016.

Developing Events Permitting System
Dubai-UAE
2014

ATA designed an electronic unified system for events permitting that will be used by DTCM to issue permits to all types of events held in Dubai. Design of the mentioned system came in response to decree number 25/2013 issued by His highness Sheikh Mohammad Bin Rashed to unify and automate the licensing and ticketing of events in Dubai. The design of the system constituted of the following:

  • Design of the events permitting model, including the detailed process description in a narrative format as well as in a flow chart format.
  • The design of the forms to be used in the model.
  • The policies and business rules that govern the system.
  • Recommending the necessary legal changes.
  • A classification of the different types of events in Dubai under 7 main categories.

The project included meetings with more than 21 different government entities in Dubai in addition to a numerous number of stakeholders working in the sector, and was implemented under a very tight deadline which was imposed by the decree issued for developing the system.
