ATA was subcontracted by USAID Jordan Economic Development program to launch a reform initiative entailed three main areas of reform to apply the Regulatory GuillotineTM (RG) and Regulatory Impact Assessment (RIA) tools, including:

  • Vocational Licenses
  • Construction and Building Permits
  • Policy Development and Consultation law

The Reform Team organized the work of  three technical committees to perform process mapping and assessment using the Regulatory GuillotineTM tool, and then performed an impact assessment to evaluate the impact of simplifying the procedures (0.9 Billion USD over 5 years), and presented the recommendations to the Public-Private Steering Committee for adoption.

The team took a leading role in coordinating the Ministry of Planning and International Cooperation (MOPIC) business environment reform initiative, using the regulatory guillotine and regulatory impact assessment tools to modernize and simplify the vocational license and the construction permits procedures and issues the new consultation law policies.

ATA is currently working with the IFC group on assessing the legal and institutional framework for licensing private schools and KGs to develop a clear, streamlined, integrated, transparent and predictable regulatory model governing the whole cycle and all involved entities.

Legal and Institutional Review of the Building Control Regime within Greater Amman Municipality (GAM)

ATA is currently working with the IFC group on developing a streamlined regulatory model that governs the building control regime in Amman city. This will then be translated into a new law ‘Construction permits in Greater Amman Municipality’. This will be done by carrying out a legal and institutional assessment for the construction permits in Amman and then drafting of the unified Construction Permit Law.

Inventory of Business Formalities in Jordan

The project aims to support the Government of Jordan Initiative to improve the business environment in Jordan through the following:

  1. Building an inventory of business formalities for all economic sectors in Jordan. Business formalities are defined as any licenses, permits, approvals or any other form of government requirements to start a business in Jordan. The inventory includes comprehensive information for each formality including the issuing entity, legal base, time, cost, number of steps, documents needed, requirements…etc.
  2. Conduct an assessment of each formality based on pre-set criteria o determine which ones need to be abolished, improved or kept.
  3. Develop an implementation plan
